From Electricity Generation to Turbine Manufacturing… Egypt’s Transformation into a Clean Energy Hub

Egypt is moving toward investing in its potential in the field of renewable energy to build an integrated industrial base combining the expansion of wind energy projects with the localization of turbine manufacturing which opens the way for the local production of clean energy equipment and the expansion of its exports to markets in Africa and the Middle East.

In this context Egypt signed a cooperation agreement with the Chinese company “Sany Renewable Energy” to develop a wind energy project in the Gulf of Suez region with a capacity of up to 2,000 megawatts alongside the establishment of a wind turbine manufacturing plant aimed at meeting the needs of the local market and creating opportunities for future exports according to the Pharos Center for Consulting and Strategic Studies.

According to the announced plans the project is expected to be connected to the national electricity grid within approximately 23 months of signing the final agreements as part of an approach aimed at accelerating the implementation of clean energy projects and transforming announced investments into actual production capacities.

The localization of equipment manufacturing is particularly important given the challenges facing the renewable energy sector in Africa including high financing costs delays in implementing a number of projects and heavy reliance on imported equipment in addition to the need for stable policies that encourage sustainable investment.

The Nigerian experience highlights the scale of these challenges as the 10-megawatt “Lambar Rimi” wind energy project took many years before officially entering service in September 2025 despite the original plan targeting its completion in 2012.

The success of renewable energy projects is not linked solely to the availability of wind resources as experts point to the importance of having appropriate financing structures and the ability to bear the cost of capital along with building local supply chains that support the implementation and sustainability of projects.

The International Energy Agency explains that the cost of capital for large-scale clean energy projects in Africa is at least two to three times higher than in advanced economies and China while the continent receives no more than around 2% of total global spending on clean energy.

In light of these challenges Egypt is relying on increasing production volumes to benefit from economies of scale while simultaneously leveraging its technological partnership with China and taking advantage of the size of the domestic market and manufacturing wind turbines inside Egypt would contribute to building industrial expertise that could later be developed and expanded toward export markets.

Although the project is still in its early stages combining electricity generation equipment manufacturing and technology transfer presents a path toward building an integrated renewable energy industry in Egypt instead of relying primarily on importing the equipment needed to implement projects.
